While it’s easy to discover the name of the culprit, finding them is tricky because you need to catch a Fetid Flounder to gain their trust.

How to Play The Lost Shipment in Brighter Shores
To start The Lost Shipment quest, talk to Cohen at Brannof’s Dining Room in Brighter Shores. To get there, head south from the Training Ground to Town Square, then go west to enter Brannof Boulevard. Keep walking west until you find Cohen in his dining room.
Cohen will give you some leads, and you need to visit two locations. Remember, these people are suspicious of guards, so make sure to unequip any armor you have. Once you’ve done that, head to the Hooked Hand.
- Return to Town Square.
- Head south to reach Central Waterfront.
- Enter the building on the left.
Inside the bar, talk to the two diners. Choose the option “I wish I could find a seller of Carthian Plumbatae” to continue The Lost Shipment quest. Another character will join the conversation and give you the first clue about the Illusion. He will also tell you to catch a Fetid Flounder.
Next, follow the second lead Cohen gave you. This time, go to the Vincible ship, located in the southeastern corner of the beach. Captain Shirker is in a bad mood, so select the dialogue option “Maybe I can entertain you somehow?”
He will then head to the Delectable Dab Restaurant on the southwestern side of the Training Ground. You need to eat a meal with Captain Shirker, which costs two Silver and 760 Copper coins. After dining, ask him about the missing shipment, and he’ll direct you to speak to the Man in Waiscoat at Town Square.
Your next task is to visit the Hairdresser on the eastern side of Town Square to get a monobrow. The hairdresser will question your fashion choice and charge eight Silver and 280 Copper coins.
Where to Catch Fetid Flounder in Brighter Shores
Now, it’s time to catch a Fetid Flounder in Brighter Shores for The Lost Shipment quest. You can find this fish at the Overgrown Pond. Here’s how to get there:
- Go to the Central Waterfront by heading south from Town Square.
- Walk west until you reach Sea Road.
- Head north to find the Overgrown Pond area.
Make sure your fishing skill is at Level 25 to catch a Fetid Flounder. Once you have the fish, teleport back to the Training Ground. Enter Captain Degreene’s Office and pick up the quill and paper on the table.
Open your Toolbelt menu by clicking the belt icon in the bottom left corner. Use the quill on the paper to write your order for Carthian Plumbatae. Then, click the quest menu and use the letter on the Fetid Flounder you’ve caught.
After placing your letter inside the fish, go to Eel Street and talk to the Fishmonger. You need to pay 98 Copper coins to give the fish to him. Then, hide in a nearby bush until someone arrives.
The Furtive Stranger will soon appear, and you must chase them into a nearby alley. Prepare for a fight by equipping your armor, except for the helmet, before knocking on the locked door. Inside, you’ll face two enemies, both at Level 30. Make sure you are at least Level 20 to defeat them.
